Cost-benefit analysis for expanding insurance coverage of dental scaling to adolescents in South Korea

Abstract

|
Backgrounds : The onset of periodontal disease commonly occurs in adolescence. Although the early management is necessary to reduce and prevent the periodontal disease, evidence on economic impact of expanding dental scaling insurance coverage to adolescents is scarce. This study aimed to evaluate the cost and benefit of expanding dental scaling insurance coverage to adolescents over the age of 15.
Methods : The study population were all adolescents between the ages of 15 and 18. The study period was 1 year from 1 January 2018 to 31 December 2018. The benefit was defined as saving costs for periodontal disease that were prevented with scaling, which included total treatment costs of periodontal disease and transportation costs. The cost was defined as scaling costs for all population aged 15-18, which included total medical costs of scaling for all those aged 15-18 and transportation costs.
Results : Estimated benefit was KRW 20,250,399,788 and the estimated cost was KRW 115,193,235,300. The benefit-to-cost ratio was 0.176 and the net benefit was KRW -94,942,835,512.
Conclusions : Expanding dental scaling coverage to adolescents appeared not to be cost beneficial to prevent and treat periodontal disease in Korea.
